The Oregon Department of Environmental Quality has a full-time opportunity available for a Senior Legislative and Policy Analyst (Operations and Policy Analyst 4) in Portland, Oregon. In this position, you will perform legislative and policy analysis for the Land Quality Division and associated programs. You will oversee the development and execution of complex legislative concepts and budget proposals in support of DEQ’s legislative agenda. You will provide direction and guidance to program managers and staff on policy, regulatory, and budget issues as delegated by the Land Quality Administrator and the Policy and External Affairs Administrator. In addition, you will be responsible for developing and maintaining relationships with legislators, legislative staff, lobbyists, local government officials, and interested parties in order to effectively represent and advocate for the agency in high-level policy and budget processes; respond and prepare responses to legislative, executive, and public inquiries; provide strategic advice on policy and budget issues; and conduct significant internal and external work with interested parties on legislative issues and agency rulemaking.

The Oregon Department of Environmental Quality has a full-time opportunity available for a Land Quality Administrator (Natural Resource Protection and Sustainability Administrator 2) in Portland, Oregon. In this position, you will direct the administration of all operations of DEQ’s Land Quality Division to ensure the effective delivery of DEQ’s programs, including consistent implementation of DEQ’s programs, enforcement of DEQ’s rules and statutes, and effective engagement, all while ensuring the most effective utilization of resources to carry out goals and objectives. You will manage the Division’s budge, perform supervisory functions, and represent the agency before legislators, the Governor’s Office, tribal nations, local governments, and interested parties, integrating equity into the work portfolio as a part of DEQ’s organization health and environmental justice efforts. You will serve as a liaison to representatives of other agencies and the public. In addition, you will serve as a member of DEQ’s Leadership Team.

The City of Vancouver is currently recruiting for a Solid Waste Management Analyst. The primary responsibilities for the job are to coordinate assigned programs and functions in support of the City’s efforts to deliver high quality and economical solid waste and recycling services to residents and businesses in Vancouver. Areas of assigned responsibility include review of collection systems and services; review and comment on development projects to assure compatibility with municipal code, contracts, and collection systems; and administration/evaluation of City solid waste code (VMC 6.12). The analyst will assist with data analysis and interpretation to support performance and reporting outcomes and contract management efforts; implement and interpret plans, policies, and regulations for impacts on utility services and programs; and make recommendations for changes. The analyst may provide customer services on a range of program related topics and may plan and manage special projects as needed and support programs or assignments led by other program staff or partners.
